TelegramWebApp: add registration (Google, Non-google). May require to change the model

This task relate to implementing registration on landing page, so that registered users could use functionality of TelegramWebApp without telegramID. However, they should see their tasks if they enter via telegram bot. Thus, the interaction between telegramID and other data should be discussed
